I'd be glad if you could outline your exact plan a bit more detailed, as it
would help me to understand things better (maybe I got something wrong). 

Nevertheless: Whatever you do now can also be done during the update to F-10
itself. I think that's the way better point in time to do it, as the whole plan
(as far as I got it) seem quite risky to me for the F8/F-9 branches

Sometimes there are cases where manually intervention by the user is required
-- this afaics is one of those (¹), as the user sooner of later needs to
decide to use either the 173 drivers or the newer ones. The F10 release seems
like the right point of time to let the users with old GeForce hardware decide.

Yes, that's round about the problem afaics.

Nope, it needs to be fixed before the packages hit testing, as otherwise
testing users run might into the problem and are hence later are not able to
test the proper solution later :-/
