! There are a two files that refer to /usr/local. Can you sed these to
%{_prefix} ? Also putting RPM_BUILD_ROOT into the PREFIX seems weird, but I
don't think this will have side effects in this case.

* The only code file "h264enc" says "either version 2 of the License, or
(at your option) any later version.". So the license tag should be GPLv2+

* Can you update to the latest version? This project seems pretty active. Good
luck.
