As we have technical reasons not to link libraries statically. removing out the
internal dependencies from the tarball is the direct consequence of that it is
safe to do so. And there will be no lazy possibility to revert back to the
internal library. (understand, bFTGL is aimed to kick out).

So the reason isn't about Legal, It is technical, and it's not covered in
Fedora guidelines over saying that packagers have to use their own judgement.

Why are we talking about a general idea there ? I'm talking about the blender
case where some dependencies are there from years despite a system version
exists.
Furthermore, in the recent blender packaging history in Fedora, the tarball was
shamelessly redistributing patented sources code (libmp3lame/x264), so It will
be best to have the source tarball checked twice than once, specially has we
don't need theres sources code for other reason in RPMFusion. Comparing the
original source tarball over the reduced size blender tarball will have to be
done preliminarily as any blender version bump.
