I'd tend to agree in parts. But OTOH and IANAL: I don't think we need to
enforce this on a technical basis. A proper page in the wiki, linked on the
front page might do the trick if it says something like

Something like that would be similar to the "Don't export fedora to Iran, North
Korea, ..." Fedora has.

Six mirrors to be precise. FR gets the second place with only three mirrors. 

And that were only public mirrors. There are likely private mirrors as well and
by taking this package we might bring the owners of those into trouble :-/
