Sort of..., you have it in %prep. But anyhow it has been removed from the
master git repository, and the patch is just backported into 1.0-bugfix.
I've requested to have a python-vlc source release. But until vlc 1.0.0 is out
you could do a source release yourself from the 1.0-bugfix branch using:

python setup.py sdist
