Summarry: NVIDIA driver control panel

The purpose of this split is to avoid version changes on current, newest and
beta series of the nvidia drivers along with building the configuration tool
from source to avoid well known problem when built from older distro. 

The version is hidden delibeately because there is no needs for version/drivers
to exactly match.


This is meant to be in nonfree despite the tools itself is Free as in license.
As opposite to libvdpau, this tools isn't designed to be used beyond the nvidia
proprietary driver.
