Weather pane fixes

This patch addresses 2 minor issues:
1. A bogus initialization.
2. Change the weather pane to print an empty string instead of "N/A"

1) is a bug fix and should be applied.
2) is essentially a matter of personal preference.

[Alex, I am trying to work off my patch queue, before diving 
further into RPM_OPT_FLAGS].
