Let XBMCProjectM acknowledge RPM_OPT_FLAGS

This patch addresses libprojectM not receiving RPM_OPT_FLAGS and other
configuration settings.

Here, once again, the cause is xbmc's toplevel configure not passing down its
settings to subdirectories.
