Exception for F16: bochs-devel and dolphin-emu

It's because to access the functionality I want, the maintainer says it
requires to change the major version of the current F16 package and
further said, "[he's] not changing major versions in a major release
without a really strong reason." I originally requested bochs-devel for
the purpose of packing dolphin-emu, and I would figure it wasn't too
much of a problem to make this change with F17 as it's still in alpha.

I'm not too familiar with how bochs works/compiles, so I took his word
for it.
