No, you can reopen the bug without any problems.

In fact, the EXPIRED resolution was created to make it easier to search
for bugs that have been closed in this way so that you can re-open them
if they are still valid.
 
Likewise, someone who becomes the new maintainer of a package will
be able to quickly find these bugs and re-open them if he sees fit.
