Is the version in F16 just too old?

Nah, use the "fedora" macro. Either:

%if 0%{?fedora} >= 16
do something
%endif

or

%if 0%{?fedora} <= 15
do something
%endif

whichever is more appropriate. Just make sure the default/best/safest action is
done if "fedora" doesn't exist. The leading 0 makes sure it resolves to
something.
