While this doesn't expressly prohibit RPMFusion from redistributing this
package, it does seem to prohibit anyone from actually using it.  ;-)

There is an exception for redistributing Linux drivers:

> Linux/FreeBSD Exception. Notwithstanding the foregoing terms of Section 2.1.1, SOFTWARE designed exclusively for use on the Linux or FreeBSD operating systems, or other operating systems derived from the source code to these operating systems, may be copied and redistributed, provided that the binary files thereof are not modified in any way (except for unzipping of compressed files).

But it doesn't expressly permit splitting it up in any fashion.

Nvidia is supposed to be warming up to Noveau support, [2] so perhaps they
could be convinced to adjust/remove this restriction or ship a separate
firmware tarball that is legally redistributable all by its lonesome.

If that were done, this could be shipped in Fedora itself under the binary
firmware exception. [3]

Alternatively, you could contact Fedora Legal [4] and see what they think. 
(IANAL and could have this all wrong.  ;-)  If they believe this is
redistributable, you can just go ahead and ship it in Fedora proper.  If they
do not believe it is, I think it's unlikely someone in RPMFusion will disagree
with them.
