Sorry for the delay,   A few quick notes:

* If you could use sed instead of perl and drop the perl dependency, it would
be better since it seems too heavyweight for this purpose. 

* Ideally, you should include a man page for the binary

* There is no license information associated with the source file.  How did you
determine it was GPL?  Just have a file called COPYING in the same directory
isn't enough especially when it is not contained in a single archive.  Please
confirm this with upstream and request that a copyright header be included in
the C file.  GPL also requires you to include a copy of the COPYING source in
the SRPM according to the license itself and Fedora licensing guidelines

* If you are talking to upstream, a versioned archive release would be useful
to keep track of source updates as well
