No.
xpra_Xdummy is a wrapper for Xorg so we can run it nosuid, as a normal user.

Correct.
Though it is one of its most interesting features.

FYI: we have plans to split the codecs into encoder/decoder/yuv.
With this in place it will be possible to run the opengl client with vpx
encoding without needing swscale (ffmpeg).
But you would still need swscale for the server to produce x264/vpx frames.
