Ha OK, I've miss-read. Requires instead of BR

vlc is not that modular as gstreamer is, so indeed, runtime dependency breaks
are more often.

vlc uses it to be able to build itself, so I don't think that's a problem. But
build side of this issue is a phonon-devel (bootstrapping) bug.
