Yes, according to the same link you should block bug RF_NEW and perhaps also
NEEDSPONSORS. You block by editing the  "Blocks" field above.

Also (same link) you should state why this package should go to rpmfusion
instead of Fedora.

BTW, the objective for a for a review is certify that package complies to the
Fedora Packaging Guidelines [1]; it's a much wider task than to handle errors
and warnings.
