Maintain libmpeg3

Hi Sergio,


Given the work you are doing with cinelerra-cv and libmpeg3 , I thik you
can apply as a co-maintainer or even take over as primary maintainer.

Now I prefer that you test locally over submitting builds that might or
might not work with cinelerra-cv.
