No, using cross compiled FOSS plugins should work in theory if the plugins are
installed manually.

Fedora gave a very sound and clear, no discussion possible no answer to
including pipelight in Fedora:

Since it has clearly been rejected for Fedora I don't understand why we're
having this discussion really, if you don't think it is suitable for free, then
lts put it in non-free and be done with it.
