Make a separated (noarch) sub-package with a tcl- suffix that contains all own
/.tcl/docs/license files.

%{_datadir}/%{name}/tcl directory should be installed under
'%{_datadir}/tcl%{tcl_version}}':

%{_datadir}/tcl%{tcl_version}}/%{name}-%{version}/tcl
