I have a local build ... 
rfpkg clone free/rpmfusion-packager 
cd rpmfusion-packager
rfpkg  srpm && mock -r fedora-23-x86_64 --no-clean --rebuild
./rpmfusion-packager-0.5.0-1.fc25.src.rpm
