FWIW:
IMO, the "horse power" of netbooks only is a minor issue. At least on my
Atom N270 based netbook, the additional time building rt* kmods
requires, is within "tolerable bounds".
However, I would not want to exclude the disk space requirements of
akmods likely to be an issue on HD-less netbooks (mine has one), because
"a vanilla Fedora desktop installs" already are pretty "generous"[1]
diskspace-wise.
That said, though I consider your concerns to be justified, I would not
expect this to become an actual problem. The "normative powers of
reality" will cause this sort of theses issues out automatically :)

[1] E.g. one detail: Current rpmfusion akmod packages depend upon
rpmdevtools. rpmdevtools pulls in gcc-c++/libstdc++-devel, which alone
add ~24MB. Getting rid of the gcc-c++ dep in rpmdevtools rsp. getting
rid of rpmdevtools in akmods would make akmods noticeable lighter.
