What one can do is to apply Andreas's suggestion (i.e. ship the
free bits),
own the directory were the codecs should land and
- either download those codecs automatically (in %post) if possible or
- include a fedora.readme containing the instructions on how to manually
download the missing bits
In the latter case (i.e. if user intervention is needed after installation) it
would be nice to mention it in the package description, see for instance
mailman spec file.
