You need the newer version of the package:

https://koji.rpmfusion.org/kojifiles/packages/rpmfusion-packager/0.5.0/1.fc23/noarch/rpmfusion-packager-0.5.0-1.fc23.noarch.rpm

since it's noarch it doesn't really matter which dist you download.
