Having a Requires: dependency on the w32 codecs makes this package

installable on most systems.
This is surely not what is intended.
Isn't it? This package *needs* w32codec to do *anything*. If they don't have
w32codec not being able to install it isn't a problem, as it wouldn't do
anything anyway when installed.
