I actually don't really see why this shouldn't go to Fedora where other p2p clients such as the bittorent suite lives; "could be legal problems with p2p software" is certainly not motivation enough. If there actually is a problem (which I doubt) the fastest track is most likely to submit this to Fedora anyway, since we really need a statement from fedora-legal before it's accepted here in rpmfusion IMHO. I have done similar things myself: picking a package in rpmfusion's wishlist and put in Fedora.
