No, I couldn't. Opermotif only supports motif2 API while xcpc requires
motif1 API :(

You seem to be confused.

F24 ships with Motif (not OpenMotif - OpenMotif is obsolete).

Fedora ships Motif 2.3.4 (even if 2.3.6 is already available upstream).

Motif 2.3.4 is an updated version of Open Motif 2.3 and is a major bug fix release:

That said, building xcpc against Motif appears to work perfectly.
