why doesn't someone just document what has to be done to perform these tasks, so there doesn't have to such a lack of resources available when things have to get done.

Are all the admins out on holiday or something? Or do we just need
more resources?

Along those lines I've had an approved package waiting for CVS access
for quite some time now...
