I tried a mock build for Rawhide and found that I had to add autoconf and
automake as a build requirements.

Other than that this package looks pretty straight forward and just needs the
post-release naming corrected.

Because this is a devel only package I think the standard -devel package
description template doesn't quite fit. I recommend it be changed to:

%{description}
