How strictly does RPM Fusion adhere to Fedora packaging guidelines?
There have been exemptions made for certain packages that have no
legal issues but are precluded from distribution in Fedora for
technical reasons -- e.g. kernel modules. Would a similar deviation be
allowed for a package that creates one directory outside the FHS
hierarchy?

Is it possible to solve the problem using a symlink from /nix/storage
to the appropriate directory ?
pre-built binaries would still use /nix/storage but will at the end
located in /var/nix/storage for example.
Does that would work with their package system ?
