Help with first time contribution

Hi all, I'm a long-time user and would like to get into packaging. As a starter, I want to resurrect libspotify (and then pyspotify), which was retired after fc26. But after reading the Contributors Guide, I'm not sure how to proceed. Am I supposed to re-open the original Review Request (rfbz#2134) or open a new one? Is this even the first step to take? The package is orphaned, so I'd like to be the maintainer of it, as well. Also, should I ask for a sponsor now or later?
