I don't understand the following command:
desktop-file-install \
        --dir $RPM_BUILD_ROOT%{_datadir}/applications \
        --delete-original \
        $RPM_BUILD_ROOT%{_datadir}/applications/%{name}.desktop

You are moving the desktop file to the same location, without amending it.
