I discovered this particular issue on on Aug 12th and I sent a mail to this
list.

Seems like dega-sdl is i686 only
http://download1.rpmfusion.org/nonfree/fedora/updates/23/i386/d/
It's not copied into the x86_64 repository by default.
So I need to force it.
