For getting Silverlight 2.0 compatiblity, we need a subset of the .NET class library, which will be created if you are build mono with --enable-moonlight=yes. the only effect of this configuration switch seems to be the creation of a subset of the mono class library which will get the .NEt version nummber 2.1. So we should take any affort to get build the mono package with --enable-moonlight=yes.
