Stop right here! GNOME is not the only desktop environment in Fedora...
GNOME HIG
are guidelines every desktop environment can(should) follow.
(But no, I don't have suggestions for how to make the UI suck
less. The only
real solution is to get all graphics cards supported by Free drivers which come
with Fedora and "just work".)
