I don't think the case you raise was a general guideline.
I could quote you a case (fedora ralink's firmware) where despite the
redistribution agreement was attached to the bug, the package was not allowed
until Ralink added the Licence to the firmware tarball.
About vlc-1.0.0. I would prefer to have the python-vlc only for the version
currently in F-11. It could be possible to introduce it once F-10 is updated
from 0.9.9 to 1.0.0 that may appears later, the reason behind is that the 0.9.x
branch was aimed to prepare the 1.0.x one.
Now it could be possible to introduce for F-10 and to rebuild then...
