Hello, I'm willing to maintain BLCR but like you, I don't
know about the
procedure of transferring ownership of a package in rpmfusion.
That would be via
CVS request, and outlined on the website - a proviso for
being sponsored is that you show that you are able to follow the fedora and
rpmfusion packaging guidelines; you might notice the whole path to contributor
in those web pages.
However, you need to be sponsored before you can 'take' a package. The primary
criteria for sponsorship in rpmfusion is being a package maintainer in fedora,
since for the most part, the guidelines and rules are the same. This involves
performing some 'pre-reviews' of other peoples packages, within the Package
Review component of bugzilla, and hence shows that you are reading /
understanding the guidelines.
You could however, perform some pre-reviews of rpmfusion packages, since this
will show your understanding, and that you are likely to be around for some
time, rather than doing a package 'dump and run'.

Does this means the package doesn't need to be reviewed?

the package is Neal's exact version, then no.
If you think you have many changes that you want to include, then we should
review that.
