It is GPL licensed and distributed by Mandriva for example. But

is not in Fedora but in RPM Fusion repository...
What is the final package? What is that module? It is in RPM Fusion or it will
have to be in RPM Fusion?
Doing a submit to Fedora for
one package and others to RPM Fusion doesn't make sense to me. Moreover, to be
able to install all other package, you MUST have RPM Fusion in your enabled
repositories.
Anyway, if the final package has to be in RPM Fusion there is no problem in
making it dependant on packages in Fedora and RPM Fusion.
RPM Fusion is not a shortcut to have packages approved. RPM Fusion can only
have packages that cannot be in Fedora or packages that depends on stuff that
is in RPM Fusion.
