Building issue on F28

Hello,

My build of qTox fails on F28 with the following error:

 No matching package to install: 'pkgconfig(toxcore)'
http://koji.rpmfusion.org/koji/taskinfo?taskID=224710

I'm pretty damn certain that toxcore is available for F28 in the updates repo.

Also F27 and Rawhide builds work fine.

Any idea what could cause this? Are F28 chroot missing the "updates" repo?
