You seem to be confused.
F24 ships with Motif (not OpenMotif - OpenMotif is obsolete).
openmotif package is obsolete (still available in EL-5/6), but it was
re-added to Fedora as motif, so we are actually talking about the same
thing after all.
That said, building xcpc against Motif appears to work perfectly.
