Is the rpm fusion installed with the package?
I did modify my copy to add wants for my dvb tuner.
I  eventually saw a copy on mythtv.org which I notice had another After unit  netmanager which I  think should fix the problem

Are you using my systemd unit file from RPM Fusion? 

It's already setup to startup after network-online.target. I'm not sure if using Wants=... will do much because it's a target, not a service.
