Do you actively use mythweb? If not, see if you can uninstall the main "mythtv" and mythweb package. The main mythtv package is just a meta package that requires *everything*.

Possibly, but that wouldn't be my first preference. 

If Peter temporarily removes the mythtv meta-package then I'm thinking it would work. Mythweb doesn't really need to be upgraded since it's noarch there's no difference in the f23 vs f22 version. Dnf may still not like it though but it's worth a try...
