I've never heard of a unit/service called netmanager... Doubt it will fix
anything but good luck!
If you need the service to start after the IP is assigned to the interface
then you need to add a line to an appropiate service like this:
ExecStartPre=-/bin/nm-online
or fix Myth TV to be react to the changes in network dynamically.
