It seems that m2vrequantiser is available as a package from rpmfusion, but that package is based on source code from 2003. I do not know how much it is used but I have heard of problems with it. I use use a version based on later code released by the same company which is available here:

I've packaged this version though I still need a couple of tweaks to get a proper debuginfo package but I don't currently have ACL rights to this package. I'm pretty short on time lately but I'll see if I can find an original review request (unlikely) or file a bug to get ownership of the package.
