[merge review] libdvbpsi

Here is the merge review for libdvbpsi:

Freshrpms and livna use the same evr (so updated to 1.5-3 )
Took the livna version (as it build the doc bundled with -devel)
- Update License to GPLv2+
- Disable the static lib
- define real_name took from Freshrpms
