[merge review] smpeg - MPEG library for SDL

Here is a merge review for smpeg

I've made a snaphsot version since I didn't found usual sources package
and the upstream URL link to the svn repository. (not changed for 4 months).

I wonder if the package shouldn't be named SDL_smpeg ?!

This will need a rebuild of (at least) SDL_sound.

Fews comments:
- Made a snapshot (don't know if it is post or pre anyway..)
- disable rpath
- Fix  W: unused-direct-shlib-dependency

- libsmpeg-0.4.so.0.1.4 (previous from livna was libsmpeg-0.4.so.0.1.3 )
- readelf -a libsmpeg-0.4.so.0.1.4 |grep SONAME
  libsmpeg-0.4.so.0
