I see value in that, +1.

I'm sure we can bikeshed on the details, but one thing to consider that
would help address one of my own concerns would be to make it a
download-only area, and *not* a yum/repodata repository (ie, to avoid folks
consuming unreviewed pkgs willy-nilly).
