Of cause - They partially even are in the EU. 

But as Thorsten clearly said: You want to address "US legal
restrictions", not patent restrictions alone, not Japanese, EU nor
further national laws being applicable to individuals.

But ... why am I complaining ... provided how rpmfusion evolves, I would
not be surprised if it never won't take off.
