When to move updates from testing to stable

Ohh, sorry, I should have corrected that statement myself. Yes, I'm well 
aware of that and did that a few times in RPM Fusion already (like the 
sdlmame I pushed from needsign to stable yesterday; a newer sdlmame 
stayed in testing).
