Two reasons: 

(1) It prevents that the package with that contains the userland part gets
rebuilt everytime new kmods get build

(2) The userland packages doesn't get built for i586 and i686

The issue (1) is more of a problem when it comes to packages with big userland
parts (like the fglrx or nvidia drivers). 

That could be circumvented this with the same trick that is getting used for
akmods. But back in the Fedora days it was agreed on that things like that make
the spec file ugly and complicate to understand. Hence even for packages like
this (with only small parts in userland) it was made mandatory to have separate
package that contains the userland bits.
