Sorry, my bad -- I didn't read closely enough and missed that you were 
talking about owners.list and not comps.xml; I'll fix that, as 
owners.list is locked right now.

But while at it: Why is owners.list locked? It's not used for ACLs, so 
why not simply make it r/w for contributors? Xavier?
